Yes. The published figure is a total load limit covering the rider, clothing, anything carried in panniers or baskets, and fitted accessories, all combined. A 350 lb limit with a 280 lb rider leaves 70 lbs of headroom for cargo and gear, not 350 lbs of cargo capacity on top of the rider.
