The total weight limit covers everything the frame carries: rider, clothing, cargo, accessories, and passengers combined. The rack or rear-deck rating is a separate, lower figure covering only what sits on that deck, and it is the number that governs child seats and passenger setups. A bike with a 440 lb total limit and a 130 lb deck rating can carry a heavy rider plus groceries, but the deck rating caps what rides behind them.
Manufacturers state both figures for genuine cargo models, and the absence of a published deck rating on a bike marketed for hauling is itself informative. Leave working margin under both numbers rather than planning to load to the limit.
